The report ranks the 4 nations in terms of 5 offshore readiness factors: financial benefit, people, infrastructure, business maturity and catalyst (cultural compatibility, time zone displacement, geopolitical environment). Slovenia is the most offshore ready nation in the SEE region with an excellent ICT infrastructure and a supportive business environment. Romania is ranked second with recommendations towards its infrastructure and business environment. Bulgaria takes third place thanks to the lowest wage rates in SEE and a fairly large labour pool that makes attractive for volume-driven and non-voice-based outsourcing. Supplier maturity in Bulgaria is relatively low while infrastructure and business environment need improvement, the report points out. Although Bulgaria has a high number of qualified graduates, language proficiency is lower than in the other SEE countries.
